KDA Appoints Kamal Ahmed Siddiqui as Sr. Director Land allegedly without Minister Local Government Approval

In a surprising move, the Karachi Development Authority (KDA) has issued an official order appointing Mr. Kamal Ahmed Siddiqui, Director (TEB/BS-19), as the Senior Director (Land) of the KDA without the approval of Minister Local Government. According to the said letter The appointment was made as a stopgap arrangement with immediate effect and will remain in place until further notice.

The order, issued by the Secretary KDA  allows Mr. Siddiqui to assume additional responsibilities due to the vacant post of Senior Director (Land) as a stop gap arrangement.

It was mentioned in the letter that office note forwarded to Minister Local Government for approval of allowing of additional charge of Senior Director Land KDA to Kamal Siddiqui, but it was not clearly mentioned in the letter regarding its approval from Minister.

However, sources have confirmed that the appointment was made without formal approval from the Minister for Local Government & Housing Town Planning (LG & HTP), Government of Sindh, which is a requirement for all transfers and postings in KDA. This has raised concerns within administrative circles and among stakeholders over procedural transparency and authority.

The order has been circulated to the Director General KDA, relevant land management and records departments, and senior government officials, but it remains unclear whether the Minister’s office will contest or reverse the appointment in the coming days as it is questionmark on governance and procedural compliance .
