NTC imposes AD duties on flat steel from Korea, Vietnam, Taiwan and EU

Pakistan’s National Tariff Commission (NTC) has imposed definitive anti-dumping duties on cold-rolled steel coils and sheets imports from South Korea, Vietnam, Taiwan and the European Union.

The definitive anti-dumping duties on C&F price was determined at the rate of 6.18% for Taiwan, 6.5% for the EU, 13.24% for South Korea and 17.25% over imports from Vietnam. The duties are effective for five years from August 23, 2021

The product scope is flat-rolled products of iron or non-alloy steel, cold rolled (cold-reduced), not clad, plated or coated (CR coils/sheets/strips), of prime and secondary quality, of a thickness ranging from 0.15 mm to 3.00 mm and a width up to 1250 mm.

The product scope excluded cold-rolled steel used in automotive skins of four-wheeler vehicles, stainless and special steel grades. Tin Mill Black Plate (TMBP) of a thickness below 0.3 mm is also excluded from the product scope (HS Code: 7209.1891).

The commission also pointed out that antidumping tariff is applicable on cold rolled steel imports classified under Pakistan Customs Tariff classification numbers 7209.1510, 7209.1590, 7209.1610, 7209.1690, 7209.1710, 7209.1790, 7209.1810, 7209.1899, 7209.2510, 7209.2590, 7209.2610, 7209.2690, 7209.2710, 7209.2790, 7209.2810 and 7209.2890.

Period of investigation for determination of dumping was from October 01, 2019, to September 30, 2020, and for determination of injury period is from October 01, 2017, to September 30, 2020.

The antidumping investigation was initiated on February 25, 2021, upon the request of the local producers, International Steels Limited and Aisha Steel Mills Limited. The applicants alleged that cold-rolled steel imports are being exported to Pakistan at dumped prices and causing material injury to Pakistan’s domestic steel industry.

Last year, Pakistan imposed 13.94% antidumping duties on Canadian and Russian cold-rolled steel imports. The National Tariff Commission has also initiated a probe to review the need to continue the imposition of anti-dumping tariffs on Chinese and Ukrainian cold rolled coils and sheets imports which is in the range of 18.92% to 19.04%.
