PSP to march from Fawara Chowk to CM House against Local Govt Amendment Act

Pak Sarzameen Party Chairman Syed Mustafa Kamal on Friday said that PSP is all set for the January 30 showdown against the Sindh Local Government Amendment Act 2021, Karachites will gather at Fawara Chowk on January 30 to get the legitimate rights and resources of people from Karachi and Kashmore.

Though in the very first meeting with PPP delegation on January 23, PPP accepted 65 to 70 per cent of our proposed points, it was made absolutely clear to the PPP delegation that PSP does not accept the 2013 and 2021 Sindh Local Government Acts and demanding for more powers and resources in the act of 2001.

The PPP delegation was also informed during the meeting and before the media at a press conference that the PSP would march from Fawara Chowk to the Chief Minister’s House on January 30 against the Local Government Amendment Act.

PPP delegation in their visit to PSP secretariat on January 23, had accepted 65 to 70 per cent of proposals presented by the PSP and a joint committee of both parties was also formed on the remaining 30% of our proposals.

PFC was mentioned in the act of 2013, but was never awarded till date. Sindh government have to award PFC at a gross amount of Rs. 1200 billion which province receive through PFC. If PPP’s Sindh government award PFC to districts after covering all its expenses and on the number of local bodies, then its is nothing but an eyewash.

After the 18th Amendment, all powers and resources have been transferred to the provinces. It may be recalled that 56% of the total revenue of Pakistan goes to the provinces out of which 27% or Rs.1000 billion goes to Sindh. RS 200 billion Sindh government generates its own revenue.

A commission will have to be formed for the implementation of the PFC, headed by a Supreme Court judge.

The fact is that the law of 2021 is still in place. This issue will be resolved not through by any mere notification but through legislation in the Provincial Assembly.

The powers and resources from the federation are parked in the provinces and have not been devolved to the street level. If the 18th Amendment is not benefiting the people at street level then it should be abolished.

In fact the 18th Amendment has pumped up the corruption in the provinces.

The PSP wants to take powers and resources out from the Chief Minister’s House and bring them down to street level from from Karachi to Kashmore.

PSP is a peaceful party but don’t expect that we’ll offer our second cheek after you slap us once, We will respond with the same tone and action. We will not tolerate any use of force.

I do not want a fight because it is a matter of our generations from Karachi to Kashmore. We have to solve this problem at all costs, I don’t want to do politics, We have never made this issue linguistic.

I am a Muhajir, then we have Sindhi, Baloch, Pathan, Punjabi, Seraiki, Bengali brothers and sisters with me.
On this issue we talked to everyone including Shahbaz Sharif, Maulana Fazlur Rehman, Pervez Elahi, Sirajul Haq.

We went to Jamaat-e-Islami and even offered to sit under the banner of Jamaat-e-Islami. We went to Islamabad, and voiced that PPP’s Local Government Amendment Act is a matter of national security and not just the issue of Karachi alone.

Karachi, the economic lifeline of Pakistan, if not administratively and economically autonomous, the feeling of deprivation will increase and there will be catastrophe.

If the PPP considers this Local Government Amendment Law better, then it should dare to send the same law to the Federation and agree on the same formula for powers and resources.
We did not rendered precious lives of our workers for the economic engine of Pakistan and for the peace and order of the capital of Sindh so that the tyrant and bigoted rulers of the PPP would destroy it as a personal dynasty.

Praise be to Allah, we stood when the smallest punishment for speaking the truth was death. In the whole struggle,not even once the issue of local government amendment law has not been made ethnic. Those who are protecting this black law want ethnic riots so that the real demands are left behind and the issue of Sindhi Muhajir and Pathan comes to the fore.

He expressed these views while addressing a press conference at Pakistan House. President PSP Anis Kaim Khani and other key officials were also present on the occasion. Mustafa Kamal further said that we had protested against the Local Government Act of 2013 before the Local Government Act of 2021 was even presented in provincial assembly.

After the public protests in different districts, when the PPP did not pay heed,we organized the  general workers meeting at Noor Ground. It was decided in the meeting that we would March towards the Chief Minister House on January 30 against the said act which by then was made law.

He said that while our preparations were going on, we were contacted by PPP.

The door of dialogue is always open. Nasir Hussain Shah and Murtaza Wahab came to Pakistan House.

A committee comprising of senior members of the party and PPP was formed. On the 23rd, a PPP delegation came and accepted 65 to 70 percent of our demands. After which a press conference was held with the guests of PPP. I was personally attacked by the PPP, but we did not let it become a Sindhi Muhajir issue.
