KDA Labour Union of Pakistan People’s Party has left from the action committee of unions which was formed last week.
M. Ashraf Patron-in-Chief of Labour Union informed that , On 29 August 2018 a petition has been filed by two office bearers on behalf of labour Union , in which they demanded for the implementation on The Karachi Development Authority (Revival & Amending ) Bill 2016.
Moreover he asked that, why the unions of KDA are demanding for dues from SBCA and Master Plan ,as these departments were the part of KDA till 2002 and even in 2016 Sindh Assembly has revived the position of department as it was on 2002 .
Mr. Ashraf stated that, till 2002 SBCA- Sindh Building Control Authority was KBCA- Karachi Building Control Authority and it was included in KDA. Whereas the department was financially well stable on that time as KBCA and Master plan were the profitable funds generating departments.
After the exclusion of said departments from KDA , unfortunately KDA has not sufficient money even for the payment of employees monthly salaries and the department is now dependent on 200.4 Million rupees grant of Sindh Government for the payment of salaries, he said.
Further he added that if we demand for the payment of dues from SBCA and Master plan so then we are admitting that the said departments were not part of KDA.
However he said that the Labour Union stance is very clear regarding the issues of KDA that , it could only resolve by the implementation on the Sindh Assembly Bill.
He vowed that , InshaAllah Labour Union will win the case of KDA Employees from Sindh High Court, as our demands are as per rules.
It was learned that Sindh Assembly passed the said bill which was published by notification on 4th March 2016, which aimed to revive and amend the law relating to KDA.
It was written on Section 2 of the said bill that “The Karachi Development Authority Order, 1957, shall stand revived on and from 1st Day of July, 2002, as it had never been repealed and on revival, the said Order shall stand amended to the extent and in the manner hereinafter appearing.
Moreover it was also mentioned on the said notification that ,”Whereas in Order to give impetus and encourage the housing industry and provide shelter to the people of the province, It is expedient to revive and amend the law relating to the Karachi Development Authority”.
According to details a meeting of Karachi Development Authority Labour unions held last week in which the office bearers of PSP- Watan Parast Union, PPP- Labour Union, MQM- KDA Employees Union including other unions representatives participated where the matter of KDA Financial crisis discuss, later the unions coalition formed and decided to demand for the payment of dues from SBCA- Sindh Building Control Authority Building and Master Plan Department .
Later the action committee decided for the lockdown of SBCA and Master plan department office , if the demand would not meet after ten days.
